As a platform and marketplace, we do not provide legal advice, but we want to share some useful links that may help you better understand laws and regulations related to short-term rentals in Steamboat Springs. This list is not exhaustive, but it should give you a good start in understanding your local laws. Registration

As of June 2022, Steamboat Springs’ ordinance requires all short-term rental (STR) operators to obtain an STR license from the City by 1 January 2023. Licenses will be valid for one year from the issuance date and must be renewed annually.

There are 3 separate registration programs for Steamboat Springs STR owners, depending on the type of STR, how long it’s been operating, and where it’s located. Please read below to understand which registration is correct for you. Additionally, you can also refer to the Steamboat Springs’ STR guide to understand the licensing program applicable to you.

For new STRs

  • STRs are considered new if they did not receive a booking between 15 June 2021 and 15 June 2022.
  • At the time of this publication, the application for new STRs is currently unavailable. Once the application is published, you will be able to find the online application as well as a full list of requirements on the City of Steamboat Springs’ STR webpage.

For existing, lawful STRs

  • Existing, lawful STRs can apply for legal nonconforming status, which allows currently operating STRs to continue operating, regardless of the limits set in the overlay zone. To register for legal nonconforming status, applicants will need to provide a signature of the property owner, proof of ownership, proof of bookings prior to 15 June 2022, and proof of sales tax remittance. Applications must be received prior to 1 January 2023. A full list of requirements, as well as the necessary forms, can be found by visiting the City’s STR legal nonconforming registration page. The application itself is available at Steamboat Springs online portal. First-time users will be required to set up an account.

For hosted STRs (private room or suite in owner’s primary residence)

  • Hosted STR owners are required to obtain a Hosted STR license by 1 January 2023. At the time of this publication, the application for hosted STRs is currently unavailable. Once the application is published, you will be able to find the online application as well as a full list of requirements on the City of Steamboat Springs’ STR webpage.

For current Vacation Home Rental (VHR) permit-holders

  • If you currently hold a valid VHR permit, you are no longer required to renew your VHR registration annually. Instead, you must obtain an STR license by 1 January 2023. Properties with valid VHR permits do not need to apply for legal nonconforming registration.

Zoning restrictions

Steamboat Springs’ June 2022 ordinance established the STR Overlay Zone, which sets limits on where new STRs are permitted, depending on which zone the property is located in. You can view the STR overlay zone by viewing Steamboat Springs’ interactive map, clicking on Layer list, and selecting STR Overlay Zone.

Existing, lawful STRs may continue to operate legally, regardless of the zone they are located in, as long as they obtain legal nonconforming status (outlined above).
